Mayor Bryan Shock called the January 12, 2017 Village of Attica Organizational Council Meeting to order at 7:35PM.   

Roll Call:  Jeff Love, Nate Frisch,  George Yakoubian, Kirk Stanfield, and Jeff Painter.  Absent:  Gary Jordan.  Others present:  Village Administrator Martin, Police Chief Turner, Dan McElhatten and residents: M/M Lance Drummond, Angela Williams, Scott Dorris.

Motion by Councilman Painter, seconded by Councilman Love to approve the warrants for payment.  Vote: 5-0.  Motion carried.

Motion by Councilman Love, seconded by Councilman Painter to approve the minutes as presented.  Vote: 5-0.  Motion carried.

Mayor Shock reported that all committee appointments will remain the same for year 2017.  Motion by Councilman Yakoubian, seconded by Councilman Painter to set the Village Council Meetings on the second and fourth Thursdays of each month at 7:30PM.  Vote: 5-0.  Motion carried.

Councilman Painter nominated Nate Frisch as Council Pres Pro-tem, seconded by Councilman Love.  With no other nominations, the Mayor closed nominations.  Vote: 5-0.  Motion carried.

Written & Oral Communication:  2-22-17 is the Seneca County Regional Planning Commission’s Annual Meeting, (at VFW Green Springs), with reservations due in by 2-7-17.  Village Administrator Martin reported that committees are being formed (each entity to have a representative) to further study a County wide EMS Unit (more information to come).  Dan McElhatten provided the AVR EMS Unit with several Narcan kits, after Chief Turner (declined the offer) explained that Police officer training must take place on these kits, so we graciously thank you for your donation to the EMS of these kits.

Public Safety:  Councilman Yakoubian attended a Bloomville Village Council meeting to seek interest of a combined Police Department with Bloomville, as their Chief is retiring, and we are both struggling as entities to provide funding and services to our residents.  Bloomville will forward the information to their committee to explore their options.  The Ordinance for Blue Line Solutions was further discussed, noting discrepancies of civil penalties; asked if others thoroughly read the contract, need to set rates of pay/fringes for officer re-imbursement program.   Councilman Frisch was concerned that Blue Line was not to receive information on the contract while we were reviewing our options/wishes.  A first read will be given later in the meeting.  Motion by Councilman Yakoubian, seconded by Councilman Love to set the rates of pay/fringe rage of $ 12.72 per hour (part-time officer) to $28.04 per hour (full-time officer) for Blue Line Solutions officer re-imbursement rates for our contract with them.  Vote:  5-0.  Motion carried.  Chief Turner passed around the 2015-16 Police calls for service report he prepared.  Increase in calls for animals; traffic and complaints take time; 13 vehicle crashes in 2016 vs 6 in year 2015;  192 traffic E-Citations, 40 other written for a total of 242 citations; rise in thefts.   Chief Turner would like to establish regular Public Safety Committee meetings at 7PM each second meeting of the month.

Streets & Properties:  the foundation is set and curing for the S.Rts 4-224 traffic signal, (11’ deep) and  they will return to set in the pole in the near future.

Finance & Rule:  Total all funds: $844,722.27.  The 12-31-16 bank reconciliation was reviewed and signed by council.  The Annual Financial Report is complete and ready for public viewing at Village Hall.  Year-end 2016 reports to Council were presented by the Fiscal Officer:  Energy Cost Savings (Deregulation);  Water/Wastewater monthly collections;  Year-end cash balances per funds and yearly comparison of Revenue to Expenses per funds reports. 

Water & Sewer:  Demolition of the oxidation ditch has begun, the fence is down, and weather permitting will continue, and researching ways to apply the sludge.  Waiting on the classification reduction (the application seems to have been lost, while our check has been cashed).

Unfinished, Old Business, New Business:

3rd reading of Ordinance 2016-17 Dog Ordinance (4 dog limit) was held.  Motion by Councilman Frisch, seconded by Councilman Love to adopt Ordinance 2016-17, Regulating the number of dogs within the Village (4 dog limit).  Vote: 3-2, with Councilmen Yakoubian and Stanfield voting No.  Motion Carried.  Councilman Stanfield said so this mean that loud filthy dogs will be an issue and the Police Chief will have to inspect them for spaying/neutering?

Councilman Painter would like to express condolences to Dick Stine (kept the bus garage going for the buses) and Eugene Aichholz, (owner of the Dairy Maid for many years), both will be missed.

1st Read of Ordinance 2017-1 Amending Ordinance 2009-10 for a surcharge of $4.65 added to the monthly bill for capital improvements for water (acquisition, treatment and delivery) was held.  Councilman Stanfield sited Ordinances 1988-4; 94-7 and 95-02,  that this is readiness to serve charges, not capital improvement, and shouldn’t it read that it is a two dollar increase?  To be researched with Solicitor Palau before next reading.

1st Read of Ordinance 2017-2 Adopting an Automated Speed Enforcement Program and Establishing Civil Penalties for Automated Speed Violations was given.
